Pull Request v0.91

Changes since v0.90 include:

Machine-readable format for the specification: To enable tools like GMNSpy to work with the specification, we propose shifting the "official" definition of the spec to be stored in a series of JSON files. This does not mean that data stored using GMNS must be stored in JSON format; the example networks in this repository are stored as CSVs, but (Geo)JSON or SQLite might be other options for data storage.
- A more easily human-readable Markdown version of the spec is still available in the Specification_md folder.
Updates to signal representation, including:
- Representation of detectors for actuated signals.
- Refined handling of signal coordination.
Simple instructions for contributing to the specification itself. As of now, code or datasets (aside from the simple examples that already appear to demonstrate how the spec works) should not be included in this repository; developers should create their own repositories for their work. However, the CONTRIBUTING.md file also contains a space for users of the spec to share links to their code and networks.
