Updates in this PR include responses to several issues raised since the last release in July 2022.

Changes to the specification since v0.93 include:

• Adjustments to the signal phasing tables to fix #57
• Standardized bike_facility type names to fix #58
• Config information is now stored as a new config table at the dataset level (fixes #59)
• New curb_seg table to provide a separate segment object for curbside regulations, which may change at different locations (and more frequently) than segment-level changes to the travel lanes

Changes to the supporting examples/tools include:

• Addition of zone tables to two examples (fixes #56)
• Updates to validation code to use Zephyr-hosted repo zephyr-data-specs/GMNSpy#2
• Minor updates to reflect spec changes above

The PMC voting period is open until end of day Wednesday 6/12/2023. See #61.

segment.l_lanes_added is duplicated and does not pass frictionless validator.

Typo fixed in #67, and the develop branch has been updated to reflect this
