Come up with patches to make tzc

use getnameinfo
report the charset
possible use c-ares

Oh, and maybe pull it into the tree.

I have email from Darrell Kindred and Scott Draves granting us permission to relicense tzc and pull it into the tree. I've asked about zephyr.el, but not received a response yet (unsurprising since I only asked 30 seconds ago).
