Hang on first ATT command received #1083

Reported by Mariusz Skamra:

Running e.g. TC_GAR_SR_BV_05_C test case IUT don't respond to the first ATT Request received. I tested this also QEMU (with Broadcom controller) and Arduino 101 with nimble firmware and it works ok, test passes, so my assumption is that Zephyr HCI firmware may cause this problem.

In general it may affect each GATT server test case.

TC affected: TC_GAR_SR_BV_05_C, TC_GAR_SR_BI_18_C, TC_GAR_SR_BI_20_C, TC_GAR_SR_BI_21_C,

I ran those tests today with bluetooth branch (46972b1822f6eadeb14972a09582b380ceb884b9 on top) and are passing now.

I found that those still fail occasionally. I will try to reproduce this on n51 dongle to collect HCI traces.

Cannot reproduce, test pass: 1/1 GATT GATT/SR/GAR/BV-05-C PASS
