Wrong reviewers being added to gerrit patches #17

Reported by David Kinder: I should only be added as a reviewer for files in /doc or any *.rst files updated in a gerrit patch. I've recently started getting reviewer requests for other stuff, for example, this recent patch: https://gerrit.zephyrproject.org/r/#/c/11029/
