IoTivity Import and Interoperability with CoAP and DTLS #1739

As a developer, I would like a native IoTivity library within Zephyr that allows me to easily communicate with an OCF server so that I can expose the details of my sensors. Proposed approach:

Since part 1 (which was "adapt current iotivity-constrained project to native IP stack and make it work as part of the upstream project, probably submit the patches to support zephyr master in iotivity directly") was completed for the 1.7 release, this story is to complete the following:

  1. import the code above into zephyr and build it as is, but as a zephyr component. This is subject to change in 1.7 hopefully, where we will maintain such external components as "modules"
  2. Make it work with native CoAP and DTLS

See the comments of GH-1277 for some of the preliminary implementation discussions. Further discussions on parts 2 and 3 of GH-1277 should occur in this new story (GH-1739).
