Unable to create outgoing connection #2184

Hello, On every create connection attempt I get HCI Event: Disconnection Complete with reason Connection Failed to be Established. I enclose HCI btsnoop logs and host debug logs.

Mariusz Skamra can you please add the git commit hash for this issue? Also, please verify with a HEAD that includes https://github.com/zephyrproject-rtos/zephyr/pull/649 and/or later commits.
