Provide an interface for cpu/soc id and version

Zephyr shall provide a generic interface for getting the cpu id and any other identifying data from the underlying hardware using the HAL supported by the device.

Acceptance Criteria:

• Add this functionality on all supported MCUs in zephyr using the HALs provided for such MCUs
• Provide a test cases
• Provide a sample application

For reference, look at qm_identification.h in QMSI, other SoCS from different architecture might have different identifying parts that need to be exposed.

Acknowledging the extensive discussion on the mailing list, there are open questions on the need for such an API and also on the support burden created over the long term. This feature will be put on hold until we can come to a consensus.
