Initial import of README.md and action.yml from https://github.com/fabiobaltieri/zephyr-setup.

This is an import of the action from my personal repo, I'll archive that one once this is merged. I've only updated the copyrights and the README references. Noted this as experimental in the title and the samples points at main, the only feature I have in mind before thinking about tagging it as v1 would be the automatic "latest" SDK version selection, I'll work on that next.
