Zephyr website: How to contribute section is unsatisfying #169

Content on https://dev-zephyr-mcg.pantheonsite.io/developer-resources/#how-to-contribute doesn't really talk about how to contribute to the project.

Compare with what's written on this topic in our technical documentation: https://docs.zephyrproject.org/latest/contribute/index.html. While we don't want to go into that level of detail on the "marketing" site, we need something more exciting than what's currently here (and include a link to the tech doc material).

Marketing recommendation - Add the following statement to the top of this section:

As a collaborative, open-source project, we welcome and encourage the community to submit changes and patches directly to the project. By following the standards and methods for contribution found here, you can easily provide inputs and contribute to the project.

Then the columns "Community Tools" and "GIT" would fall beneath this new statement/copy block.
