Missing a (legally required) privacy policy/using cookies notice #208

Since privacy policies are legally required, we need to have a privacy policy link and "We're using cookies" notification to comply. We can probably mimic what's used on the bottom of the linuxfoundation.org page:

Actually we do have a privacy policy link in the footer, it just doesn't look clickable :)
