ZIP Package containing MInGW is is created and usefull to just unpack and use in any other windows machine. It could be including or not a GIT and Python instalations, since Git and Python are easy to install via .exe.

Now I’m working on ZEP-1526 to have ncurses dependency also included within MinGW package.

I'm changing the priority to Medium (should-have) since Anas said yesterday in the SXT meeting that this will not gate the 1.7 release. However, it's very important to continue to drive to get it done in time for the 1.7 release. That's why the priority is actually should-have.
