Describe the bug Unrequested ARP Reply with non-DUT Hardware Target Address. test is Fail on Zephyr3.0.0 on qemu_x86

Results

FAIL: icmp.v4 DUT did not update its translation table.; FAIL: udp.v4 DUT did not update its translation table.; FAIL: tcp.v4 DUT did not update its translation table.
