Describe the bug Opcode 26 ARP appears to come from DUT hardware but different protocol address. test is Fail on Zephyr3.0.0 on qemu_x86

PASS: icmp.v4 DUT did not respond to ARP or update its Translation Table.; FAIL: udp.v4 DUT sent ARP Request for invalid hardware target, which is not expected.; PASS: tcp.v4 DUT did not respond to ARP or update its Translation Table.
