Describe the bug Triplicate destination options header. test is Fail on Zephyr3.0.0 on qemu_x86

FAIL: icmp.v6 got ICMPv6 Parameter Problem (type 4, code 1), which is not an expected result.; FAIL: udp.v6 got no echo response, which is not an expected result.
