intel,ioapic.yaml needs more details about encoding #25160

Would be good to update dts/bindings/interrupt-controller/intel,ioapic.yaml to provide a bit more detail about the encoding. You can look at dts/bindings/dma/st,stm32-dma.yaml for an example of describing encodes in description.
