**Describe the bug**
mgmt test is No Console Output(Timeout) on zephyr-v3.2.0-2490-ga1b4896efe46 on mimxrt1170_evk_cm7

see logs for details

**To Reproduce**
1. 
```
scripts/twister --device-testing --device-serial /dev/ttyACM0 -p mimxrt1170_evk_cm7      --sub-test net.socket
```
2. See error

**Expected behavior**
test pass

Also fails on mimxrt1170_evk_cm7 for zephyr-v3.2.0-2490-ga1b4896efe46

@dleach02 , @mmahadevan108 , in rt11xx series almost all net socket related cases have the same fault.

can we bisect these...

git bisect found the issue is same root cause of #53035 with below commit
