Add WF200 Firmware Blob #62305

Origin

The WF200 firmware is provided by Silicon Laboratories for use with their WF200 based WiFi chipsets. They provide the firmware blobs in a github repository as well as part of the fullmac driver

I intent to pack the blob into hal_silabs, where i added the original driver code to. See https://github.com/zephyrproject-rtos/hal_silabs/pull/15

Purpose

The blob is needed to initialize WF200 hardware and provide WiFi functionality.
