Enable mcux rtc driver on all Kinetis SoCs/boards #7290

All in-tree Kinetis SoCs have the same rtc hardware as kw41, so we can extend the mcux rtc driver from #7182 to work on all Kinetis boards. Make sure tests/drivers/rtc/rtc_basic_api builds and passes

As far as I can tell, the following in-tree SoCs already enable support for the RTC:

k64f
k66f
k8xf
ke1xf
kw41z

The following in-tree SoCs should support it, but do not enable it yet:

k22f
kw22d
kw24
kl25z
kw40z
