QUICK DESCRIPTION

Added yml files to run the continuous test and linting.

MOTIVATION

In order to keep the codebase clean and reliable, we need a linter and test job in Github Action.

DETAILED CHANGES

Added lint.yml for the linter
Added test.yml for the unit test
