Implementing postgresql.

MOTIVATION

We need to implement robust database to store our app data consistently.

DETAILED CHANGES

Adapted the Dockerfile
Import database crendentials in the setting.py
Added the database service to the docker-compose file.
Added psycopg2 to requirements.py
