Used chutes fitted to ship are already deployed #29

Describe the bug Using ScrapYard it appears fitting a used parachute (tested with Mk2-R radial chute) to a ship doesn't repack before launch. This means a ship is sitting on the pad with used and already deployed chutes - drasically reducing the chance my luttle dudes don't lithobrake when coming home.

To Reproduce Steps to reproduce the behavior:

  1. Create a ship with a Mk1-3 command pod
  2. Fit Mk2-R chute (in my case symmetric)
  3. Launch after KCT finishes build

Expected behavior Chutes are not deployed

Actual Behavious Chutes on command pod (or even another part attached to it) are already deployed when ship loads on pad. Uninstalling ScrapYard and building another ship in KCT produces expected result.

Is this a ScrapYard or OhScrap Issue? @liamdennehy

would you do a test of just ScrapYard+RealChute and ScrapYard+OhScrap+RealChute and see if it happens again. There is no possible way I could debug with all those other mods installed.
