[Suggestion] Make water flow through blocks / Waterlogging with water layers

I would really love to be able to make water flow through slabs, stairs, fences, bars... For exemple with a tag you could decide that if flowing water reaches a block, it would continue to flow through insted of stopping in front of it. I don't know if it fits your vision of your mod but I still wanted to try and suggest.
