As a PHO Org, I can onboard and manage local PHOs / Test centres #318

What: A central PHO will want local , county or city level officials to manage outbreaks at their level.

They will also want to onboard test centres which may be directly under their management.

Add/remove local PHOs and test centres by email. Gets welcome pack, magic link(?)
