This PR fixes the README to mention both .ice and .slice files and syntax, and it removes any text that is Visual Studio (the IDE) and GitHub. This extension is for Visual Studio code, and it should stay focused on that IMO.

@bernardnormier I split the README as requested. The README.md is for stuff that should be shown in the marketplace description, and INSTALLATION.md is for readers on GitHub who want to manually install it (probably from a locally built package).

I've also opened an issue for adding the ability to pick a different file than README for pulling the marketplace content from: https://github.com/microsoft/vscode-vsce/issues/905
