[BUG] Poker: Unable to bet in certain scenarios, freezing the game. #88

Describe the bug The betting limits are impossible to reconcile. This may be because the minimum bet is incorrectly calculated. One should be able to raise by 100 in any scenario, but it can be more.

To Reproduce Steps to reproduce the behavior:

Have a high betting round with 2 players with unequal chips
Create a custom bet
