Checkboxes on ActivitySavedRules need more padding and better alignment

What steps will reproduce the problem?
1. Click the View Rules button
2. Click near but not on the checkbox (my thumbs do this very well)
3. Watch it go to the Edit Rule interface

What is the expected output? What do you see instead?
The checkbox should be toggled instead.

In addition the checkbox should be centered in the listview item.  To see what 
I mean, create a rule with a long description, the checkbox is always aligned 
at the top of the listitem instead of in the middle.
