Can't create Location filter #51

What steps will reproduce the problem?
1. when create a filter for a locationChangeEvent.

What is the expected output? What do you see instead?
always get an IllegalArgumentException:There was an error creating your
filter, your input was probably bad.

I was trying it on emulator, and it turns out working perfect on a phone.
