Upgrade to trust-dns v0.21.1 #168

This gets us fully compliant with trust-dns v0.21.1. It also rewrites the authority code which was a mess.

There are probably a few bugs still; shaking those out before I merge.

so there is still some test flakiness in the rfc4193 tests; I'm going to merge anyway
