Otherwise, we just clone HEAD which could hypothetically break the ZeroCloud configuration.

Don't merge yet. This still needs to be tested.

This doesn't help a whole lot, actually. We would need to pin a lot more than just the devstack branch, since it clone a bunch of other stuff.
