vagrant: provisioning fails if git:// URLs aren't available #170

The devstack environment uses git clone git://... commands to bring in the components. This fails if the port 9418 is blocked. I suggest using HTTPS URLs instead.

I have a fix for this that I'll submit in a minute after testing the latest bootstrap version.
