Stop cars and other props from fading away while the tank is alive #122

Just came to my mind after playing tank on HR4... kinda annoying to punch a car 
somewhere, and not finding it in the spot anymore after a few seconds.

I remember Rotoblin (http://code.google.com/p/rotoblin/downloads/list) doing 
this, would be nice to have it here. :]

I have attached a "rough" port here.

It will probably need some adjustments to work perfectly with Confogl.
Rotoblin forwards when the main enable cvar (rotoblin_enable) is changed, 
however I couldn't find any events for this in Confogl.

Therefore with this patch the module is always on.

Don just informed me that the module might need some updating, I will take a 
look at it soon.

Props still fade after tank pass the control.

Just had this again on No Mercy 1, the only car (alarm car) in the map 
disappeared, it's just ridiculous. As you can guess we lost a lot of points to 
this... :/

After discussing this with players in the NA scene there isn't really any 
arguments for this to be added.  The best offered was "its frustrating".  
However "its frustrating" can be applied to anything, like "being deadstopped 
is frustrating".  The other side has been argued for a lot more strongly.  
Having cars disappear add a layer of strategy to the tank.  D

I'd love to hear from the EU scene as well, but currently this doesn't seem 
something that is wanted.  If EU wants it we can add it to Confogl and then ESL 
is free to enable it in their config.

I'm going to make this "WontFix".  However if you collect some information 
showing that people are actually interested in this, create a new issue report 
and we'll look into it.
