misc: rework cmake and project layout

This PR reworks the CMakeLists.txt file and project layout.

• rework cmake to take PLATFORM and ARCH options
• miniz was moved to third-party/include folder
• adjusted README.md with correct miniz information
• added compile instructions for other platforms
• adjust github action to tar.gz non windows artifacts (preserves attribs)
• added a test executable to test shared and static libraries
• removed 64 from macos and linux dylib/so library names
• rework SERUM_API macro to avoid warning: ‘visibility’ attribute when used in linux executable
• bump to 1.6.2
