Managed to miss this issue when it was opened. Yes, this is an optimisation that turns out to substantially improve performance. That said, I want to take a better attempt at implementing this soon in a manner that doesn't result in a visible radius.
There seems to be an obvious radius around the player where fog will not form and it moves as you move the player character, so it looks like the fog is constantly moving away from you. It's a very hard cutoff too, there doesn't seem to be any near fog falloff.
