Describe the bug Blank links card for headless items when the instant json api is turned off

To Reproduce Steps to reproduce the behavior:

  1. Go to a headless item in content: https://8-f48cf3a682-7fthvk.manager.stage.zesty.io/content/6-b2efcbd0fe-6kgn07/7-b2d993c99f-q3l1gm
  2. See links card is empty

Expected behavior @zcolah need guidance on what to do here

I would suggest the card is not rendered when there is no data present
