Field comments difficult to read & links not clickable #287

Describe the bug All comments on fields are difficult to read especially for users with low sight and links are not clickable

To Reproduce Steps to reproduce the behavior:

  1. Navigate to Settings -> Instance -> Security
  2. See the text below the fields is difficult to read and links to resources is not clickable.

Expected behavior I would expect the text to pass accessibility tests such as the Wave Chrome Extension and for links to be clickable so resources are more easily accessible.

Additional context While I called out Security specifically this is an issue throughout the platform anywhere there is a light gray text underneath fields in Content and in various sections in Settings such as Security, Styles, Contact Form, SEO, I18n, etc.
