Content: Multi Page table - Selected locale doesn't persist when going back and forth in the content #3002

Describe the bug When a user selected a locale, it doesn't persist as the user navigates or goes back and forth in the content. User needs to reselect again the specific locale as the selected locale doesn't appear to be saved.

Customer use-case: Raising a new UX issue that has been true I believe since the summer launch. In short, whenever a locale is selected from a dropdown, and a content item viewed, the locale reverts back to English upon the next view of a multi-page/dataset model. For example, if I select “TL-PH”, then click into an item, then navigate back to the dataset, I’m reverted to EN. Previously, the selected locale would persist after being selected, until the user selected a new locale. We’d like that behavior to be reinstated, since the current handling requires the user to re-select the locale each time they want to update any items in the dataset. Put differently, if I wanted to update 10 TL-PH items, I now have to select TL-PH 10 times, whereas previously I only had to select it once.

Expected behavior The selected locale should persist so the user doesn't have to reselect it again when navigating the content or making updates
