Use `PKCS11` standard for TSS fragment #1328

Require investigation from https://github.com/zeta-chain/node/issues/1327

Add the option to use the same methodology as for the hotkey for the TSS fragment.

[UPDATE] removed from v11 as non-trivial

https://github.com/zeta-chain/node/issues/1299 added to v11 instead

To be reinvestigated in the future.
