Hot key should be rotatable without a TSS generation event. #1594

The hot key is required to be online and therefore is a higher risk of compromise or theft. It should be to possible to replace or rotate the Hotkey without requiring a new TSS regeneration.

Added observer tag, it would be a new message in the protocol to transfer the observer address.
