One solution might be to split the initial "assignment" step into two separate steps, where the first one just explains the assignment briefly (the description) and displays stats, and the instructions pane only enters in the next step.
The label on the button that leads to this new intermediate step could be something like "get prepared" or "read instructions and continue" to make the user think about the need of preparing themselves by reading the instructions.
An other, or perhaps complementary solution could be to force the user to confirm that they have read the instructions. This could be by having a checkbox next to the continue button, or even having it in the bottom of the instructions pane forcing the user to see all the text content. With the later, a guiding tooltip could on page enter indicate with a text and a downward arrow in the bottom of the viewable part of the pane.
Test subjects do not observe the importance of reading the assignment instructions before starting a call assignment.
This was observed (noted as signal 2) during the december 2016 user tests.
