CMS manual #47

This PR implements a multi-site solution for the CMS, so that we can run the manual site in the same CMS instance.

I'm gonna merge this right away, even though the manual template is nowhere near complete. We need to launch the new website alongside the old manual, so we need to focus on main site issues before enhancing and completing the manual.
