Adds support for binary literals (previously this was only supported early in parsing)
Adds support for negative hex literals
Fixes 0X-prefixed hex literal parsing (dependent on #140 for early parsing)
Adds doctests for integer parsing
Adds a (currently unused) branch for octals (could be used to either support octals or provide a more helpful warning/error)
