Missing way to add activity questions to a lesson #67

What steps will reproduce the problem?
1. Create a new course with a unit and lesson
2. Add a question and question group
3. Nothing (stuck)

What is the expected output? What do you see instead?
I expect to see a way to add a question or question group to a lesson. 
Alternatively, to see a way to create an activity.

I see neither of these options. For the sample course, the activity contains 
links to questions using quids, and the questions all appear as part of an 
activity. But I see no way to add new ones.

What version of the product are you using? On what operating system?
CB1.7.0 on Windows 7.
