1) Show list of reactions in message info menu. Show the reaction symbol and a list of full names of people who have placed said reaction.
2) Show a similar list of reactions in chat buffer, if the number of reacions and reacting people is below a configured value. The default configured value could be nil, which would result in the current reaction display behaviour.
