Mingw port available #15

Done. I have uploaded a clean mingw + libjingle and dependecies to esnips:
the mingw install already have mediastreamer, expat en ortp installed.

Hello, Rafael!

Can we talk about this build?
I have compiled mediastreamer2.2.3, but cannot build libjingle (troubles with 
pthread 
lib as I understand)
