Add "legacy" tunable to restore legacy defaults #150

FreeBSD's current defaults are different from OpenZFS' in a number of cases. Rather than having the defaults differ I'd prefer that we have a knob to restore the legacy settings on demand.

This is fixed in base by FREEBSD_IN_BASE
