Missing Pages #3

What steps will reproduce the problem?
1. Using the english dump of Wikipedia, search SCRAM.
2. Click on the first entry found, "SCRAM" (case-sensitive, not Scram).

What is the expected output? What do you see instead?
The expected output is an article about SCRAM, probably redirecting to
Scram, an article about the emergency shutdown of nuclear reactors.
Instead, a page with "Untitled" and no content is loaded, with the footer,
"(Redirected from SCRAM)" displayed.

What version of the product are you using? On what operating system?
The version is the October 28th version posted on the blog. Previous
versions and hacks starting from 2.0 already has this problem.

Please provide any additional information below.
The problem isn't missing article content, as "Scram" loads properly.
The redirection seems to be bugged for many articles, not just this one.
However, not all articles are bugged, only some.

According to this:
http://en.wikipedia.org/wiki/Topic_creation#Article_title_format
titles should follow some always-lower-case rule.

In the failed cases, redirected page name failed to match exactly the target
page name, mostly due to unmatched
lower/upper cases.
Seems that we need to arbitrarily choose one from several possible answers.
