Portable Meld isn't completely portable #7

Portable Meld isn't completely portable.  It still does things like write 
%APPDATA%\Meld\meldrc.ini.  This should not be the case.  Possible create a 
PortableApps.com Formatted package: 
http://portableapps.com/development/portableapps.com_format.
