Text input broken on Windows 8.1 tablets #1223

What steps will reproduce the problem?
1. Start the cefclient test app
2. Navigate to "https://code.google.com/p/chromiumembedded/issues/list"
3. Tap the "for" input box
4. Type some text

What is the expected output? What do you see instead?

The typed text should appear in the input box.
No text appears in the input box.

What version of the product are you using? On what operating system?

Test devices are Asus VivoTab and Surface Pro 2 tablets with Windows 8.1

Latest trunk and 1750 test clients:
cef_binary_3.1750.1629_windows32_client
cef_binary_3.1846.1628_windows32_client

Please provide any additional information below.

Text can be entered in the address bar native widget.

The bug is not present in the latest 1650 test client:
cef_binary_3.1650.1617_windows32_client
