CEF3: Add "All Supported Types" filter for file selection dialogs #860

What steps will reproduce the problem?
1. Launch the dialog for input type="file" where an "accept" attribute is 
specified. For example, Tests -> Dialogs in cefclient.
2. Under file type filters the first option should be "All Supported Types". 
This is similar to the Firefox behavior.

Please use labels and text to provide additional information.
This functionality was added for CEF1 on Windows in issue #791.
